A citizen's committee was formed in 2005 to help determine the viability of incorporating unincorporated northwest Fulton County. After debate, the Georgia State House and Senate approved a bill creating the city of Milton on March 9, 2006. On Wednesday, March 28, 2006, Governor Sonny Perdue signed the bill into law. In July 2006, voters approved a ballot referendum on July 18 by more than 86%. The City of Milton has the highest quality of life in the state and the ninth-best in the southern United States, according to a recent “On Numbers” study. The study, conducted by the Atlanta Business Chronicle, is based on the U.S. Census Bureau's 2009 American Community Survey.
